Victoria’s end of life and palliative care framework was released by the Minister for Health the Hon Jill Hennessy, MP in July 2016. The framework was the result of extensive consultation across Victoria during 2015 – 2016. The End of Life and Palliative Care Framework will support more people with a terminal illness to die at home, and preserve advance care directives in law for the first time in Victoria. Advance care directives will come into effect in March 2018.

The framework is a high level strategic document aimed at both the general public and the health, human service, social and community service sectors. It guides services, promotes consistent practices and informs the development of programs, policies, guidelines, training and governance that support high-quality end of life care for all Victorians.
The Department of Health and Human Services has established an implementation advisory group with representation from palliative care, community health representatives, consumers, hospitals. (COTA Victoria is on the advisory group)
